Position Summary:

The Procurement Manager is responsible for overseeing the purchasing and procurement activities for the College of Western Idaho (CWI). This position is responsible for ensuring the acquisition of goods and services in accordance with College policies and procedures while complying with state and federal regulations and best practices. Responsibilities include preparing and issuing formal procurement documents (RFP's, ITB's, RFI's, RFQ's) and developing informal procurement bid documents to assist with departmental purchasing as well as ensuring appropriate procurement procedures with grant funding. The Procurement Manager collaborates with various departments to meet the operational and strategic goals of the College by ensuring cost-effective, timely, and compliant purchases.

Essential Functions:

• Develop and implement purchasing strategies that align with CWI’s operational needs and long-term goals.
• Collaborate with internal stakeholders to evaluate needs and optimize procurement activities.
• Partner with the Contracts Manager to coordinate contracts, negotiate vendor agreements, and supplier performance to ensure that purchases are cost-effective and meet the College’s requirements.
• Provide technical assistance and arrange educational training for staff and faculty in all areas of the College on ITB’s, RFP’s, RFI’s, RFQ’s, and procurement.
• Manage the formal procurement through the entire process including legal notice, website updates, leading and organizing the evaluation committees, archiving documentation, and communicating with bidders.
• Assist departments with the disposal of personal property including public auctions.
• Establish and maintain positive relationships with vendors.
• Conduct vendor evaluations and performance reviews to ensure compliance with service agreements.
• Understand and ensure compliance with Idaho State Purchasing Laws and federal laws specific to academic institutions and grants including bidding processes and documentation requirements.
• Identify and mitigate potential risks in the procurement process, including supply chain disruptions and financial risks.
• Implement best practices in procurement and evaluate procurement processes to improve efficiency and identify areas for cost-saving opportunities.
• Serve as a liaison between departments to address purchasing needs and resolve procurement-related issues.
• Provide training and guidance to college staff on procurement policies, procedures, and best practices.
• Create and maintain existing policies to align with State statutes, federal procurement, if applicable, and the college’s status as a political subdivision.
• Prepare procurement-related reports and analyses.

Minimum Qualifications:

• Bachelor’s degree in Business, Supply Chain Management, Finance, or a related field.
• Minimum of 3-5 years of experience in procurement, purchasing, or supply chain management.
• Strong knowledge of procurement regulations, and best practices.
• Excellent negotiation, communication, and analytical skills.
• Ability to work independently and collaborate across departments.
• Proficiency in Microsoft Office Suite (especially Excel) and procurement software.
• Certification in procurement or supply chain management (e.g., CPM, CPSM, or similar) preferred.
• Experience in higher education or public-sector procurement preferred.
